Alongside Sovereign Node governance and International Focus Funds, the Council creates balanced representation that prevents both excessive centralisation and fragmentation. The Council oversees protocol-level decisions, while sovereign nodes retain authority over country-specific policy. This separation ensures that no single body can override national economic sovereignty while maintaining the interoperability that makes the global network valuable.
